There is no single answer: it depends on how your diet and training routine are arranged.
After training the bar is convenient because it contains milk and whey protein, sources of amino acids that the body uses for recovery and maintenance of muscle tissue. If there is no opportunity to eat a full meal straight after exercise, such a snack helps you avoid delaying your protein intake.
During the day the bar works well as a replacement for something sweet: between meetings, on the road or at work, when you want a dessert but have no time or opportunity to cook. The protein and dietary fibre in it help you stay full for longer than ordinary sweets.
Before training the bar can also be eaten if you are used to a light snack before exercise, but this is a matter of personal preference and of how your body reacts to food before physical activity.
