Does it have a strong smell, and is it suitable for sensitive skin?

Yes, be prepared for a distinctive smell. Formulas of this type have a sharp ammonia note combined with alcohol at the moment of application — it is not perfumed to mask this, which is part of its old-school, functional character. The upside is that the smell dissipates quickly as the liquid absorbs and the volatile components evaporate; it does not linger on the hands the way a fragranced cream does. Applying it in a ventilated space, as the manufacturer advises, also makes the initial scent much less noticeable.

Regarding sensitive skin: this is a more assertive product than a plain moisturizer, so caution is reasonable. If your skin is easily reactive, do a patch test first — apply a small amount to one area, wait, and check for strong redness, burning or persistent stinging. A brief mild tingle on very dry skin can happen, but if irritation is intense or does not fade, stop using the product. Skin with active cracks or broken areas should be allowed to close up before you use the liquid there, since it is intended for intact skin only.
