That mechanism is why the skin may become red and feel active, warm or tingling for a while after application. It is a local response to the ingredient, not a sign that the product is damaged or incorrectly used, as long as the skin is unbroken and the sensation stays within a tolerable level.
The effect is temporary and tied to short-contact use: the gel is applied locally, left on briefly, and then rinsed off. If the burning sensation feels too strong, or if redness turns into persistent irritation after washing, discontinue use and avoid reapplying to that area.
