Yes. This serum is a lightweight layer with hydrating ingredients — sodium hyaluronate and sea buckthorn hydrolate attract water and can make the skin feel more comfortable — but its texture is deliberately light. A serum is designed to deliver active ingredients close to the skin, not to replace the protective, emollient layer that a moisturizer provides. If you skip your cream, the hydration from the serum can evaporate more quickly and you may not feel the same comfort.
The usual order is: cleanse, apply the serum while the skin is slightly damp, wait until it dries down, then apply your regular moisturizer. This can be done morning and evening. In the morning, finish with sunscreen after your moisturizer. If your skin is very dry, you may layer a slightly richer cream on top; the serum will not interfere with it.
If you prefer a minimal routine, the serum can be used alone on days when the skin needs only hydration, but for regular use it is best treated as an addition to a moisturizer, not as a substitute for one.
