According to the card, the composition (INCI) is Aqua, Panthenol, Aloe Barbadensis Leaf Juice, Hydroxyethyl Urea, Hexyldecanol, Hexyldecyl Laurate, cetearyl and cetyl alcohol, cetearyl glucoside, Phenoxyethanol, Ethylhexylglycerin, Lactic Acid and propellants (isobutane, propane, butane). The card gives no comparison with a panthenol cream.
